Our services include:

  • Gathering residential and commercial recycling data, including
    • Preparation and mailing of recycling data collection forms to all haulers operating in the municipality
    • Preparation and mailing of recycling data collection forms to all major commercial entities
    • Collection of the actual residue rates for haulers, processors and markets
    • Collection of the recycling data reported in both hard copy and computer database
    • Contacting by phone and in person all haulers operating in the municipality that did not report recycling collected in the municipality
    • Contacting by phone all major commercial entities that may recycle cardboard or other eligible materials directly to a processor and thereby not be counted in the commercial tonnage reported by the haulers

  • Filing of the County Recycling Forms

  • Developing and implementing programs to increase recycling rates

  • Preparation of grant applications, including
    • Section 904 Recycling Performance Grant applications
    • Section 902 grant applications for the development of recycling educational programs such as newsletters and websites
    • Section 902 grant applications for the purchase of recycling and composting facilities and equipment
    • Preparation and filing of the PA DEP 904 Recycling Performance Grant Application forms on or before the filing date

  • In the event of an audit by PA DEP, Hough Associates will represent the municipality at no cost.
