About Hough Associates
Hough Associates provides specialized environmental consulting services to municipalities,
helping them to meet Pennsylvania's 35% recycling goal and comply with state recycling regulations. Hough
Associates works closely with the haulers and processors that collect recyclables in our 53 client
municipalities to gather recycling data, which is used by county government and in the preparation of State
recycling performance grants. In 2004, our client municipalities received $2.5 million in recycling
performance grants.
Hough Associates develops strategies for the implementation of Act 101 and programs that help municipalities
reach recycling objectives. For example:

Hough Associates is the technical consultant to the eleven-municipality Northern Montgomery County Recycling
Commission. Hough Associates acts as an executive director of the Commission, conducting monthly meetings and
directing the publication of the Commission's newsletter and
website. Hough Associates communicates with all large commercial and industrial recycling generators in the region, and prepares reports and grant applications for the Commission.

Hough Associates has been the consultant to Douglass Township, Montgomery
County since 1991 on municipal solid waste and recycling. Hough Associates established
a model "pay-per-bag" waste disposal program for the township, which
has increased curbside recycling to 43% of total discards. This program has
a $250,000 annual operating budget and receives annual performance grants
in excess of $60,000 from Pennsylvania's Department of Environmental Protection.

Hough Associates prepares applications for municipalities to obtain Act
101 Section 902 grants that help fund educational programs and the purchase of recycling equipment.
